Exchange 2003: "Send on Behalf" issue
One ofour users accidentally deleted a mailenabled public folder. That user was also granted the"send on behalf" right onthat folder. I was able to recover the deleted public folder through PFDAVAdmin. Afterrecovering the deleted folder, i mail-enabled the folder and granted the user who accidentally deleted the folder "send on behalf" rights on the folder. Although the user has been granted the "send on behalf" right, the user gets an error saying the user is not allowed to send mail on behalf. I granted myself and another userthe "send on behalf" right on the recovered public folder and we were able to send mails on behalf of the recovered public folder. I checked the publicDelegates and publicDelegatesBL properties from the useraccount and the public folder through ADSIedit and PFDAVAdmin but all necessary rights seem to be in place. Maybe i'm overlooking something. Any help will be appreciated.

Hello Jaap,
Create a new public folder, move all data into it, make it mail enabled and give users "send on behalf of" permission and check.
If it works then delete the old public folder that might have some mess-up.

I prefer Amits way, if you want to find the issued right, it will take too much time
However, I still provide some places you may want to check:
In ADSIEditor->DC=Domain, DC=com->CN=Microsoft Exchange System Object->Properties of issue public folder, Security tab, check the permission
In ESM, check the administrative right of public folder, comparing with the other normal users
Notes: Whats the exactly error code? Reproduce the issue and check the application log on the both of server and client side
